In the current competitive and collaborative development trend where everyone is striving and competing fiercely, the local authorities are very clear: Slowing down means falling behind! 
On February 26th, the comprehensive assessment results for the high-quality development of Changshu in 2025 were announced. The Changshu High-tech Zone (Southeast District) has been rated as the top grade for six consecutive years, ranking first. 
Correspondingly, there is a substantial achievement report: In 2025, the regional GDP will increase by 6.2%, general public budget revenue will grow by 11.4%, and the export and import volume will increase by 11.4%. All three indicators will outperform the average level of the province. Behind this report lies the comprehensive "offensive" efforts of the High-tech Zone in project attraction, industrial innovation, and service improvement. A development song with the theme of "progress" is resoundingly sung. 


The project advances, aiming to attract acceleration and accumulate new development momentum.
Projects are the "lifeblood" of economic development. The Changshu High-tech Zone is well aware that only through the "advance" of project construction can the "basic foundation" of economic development be stabilized. 
At the beginning of the new year, this sense of urgency transformed into the roar of production. On the fourth day of the Lunar New Year, the workshop of Omuwei Automotive Systems (Changshu) Co., Ltd. was already bustling with activity. All frontline workers were present at their posts, rushing to complete the overseas orders that were about to be delivered. "The orders on the eighth day must be delivered on time. Currently, the overall order volume has increased by more than 7% year-on-year, and the production plan has been scheduled up to March and April." Zhou Yi, the team leader of the assembly workshop, spoke with an intense drive to strive for success. 
Major projects serve as the "ballast stone" for stabilizing investment and also act as the "power engine" for expanding production capacity. Since entering the capital market, Jiangsu Zhengli New Energy Battery Technology Co., Ltd. has seen a significant acceleration in its development: In August 2024, the first domestic electric aircraft battery system with civil aviation airworthiness certification was mass-produced and delivered in Changshu; in October of the same year, high-end electric vehicles equipped with Zhengli New Energy's Qilong battery were launched; in February this year, the company was awarded the title of "National Green Factory", and the power station and air compressor station in the Galaxy B area were simultaneously registered as "First-Class Energy Efficiency Compressed Air Station". 
The aviation industry, which accounts for only 3% of global transportation volume, has a carbon emission rate exceeding 12%. It is the last and most solid carbon fortress in the transportation sector. Company President Chen Jicheng believes that aviation electrification is not only a key part of Changle New Energy's "land-sea-air" all-scenario strategy but also a differentiated choice based on technological advantages. The recently disclosed 2025 fiscal year performance forecast shows that the company expects to record a net profit of 680 million to 820 million yuan, with a year-on-year growth of 647.25% to 801.10%, demonstrating a strong development momentum. 
The project not only needs to focus on production, but also on implementation. The construction site of the China-Saudi Cooperation Industrial Park is filled with tower cranes. The progress of the first phase of the project has reached 50%, and it is expected to be completed by the first half of 2026. This provincial-level service industry project with a total investment of 650 million yuan closely follows the pulse of China-Saudi industrial cooperation and is laid out in cutting-edge fields such as cross-border trade and artificial intelligence. "The promotion of investment attraction and construction is carried out simultaneously. Nearly 20 Chinese-Saudi enterprises have expressed their intention to move in," said Xu Jie, the person in charge of the park. Here, it will become a benchmark carrier that attracts global innovative enterprises to gather. 
While making every effort to attract "new shoots", the Changshu High-tech Zone is also meticulously nurturing "old trees", using intelligent transformation and digitalization to drive the upgrading of existing enterprises. 
Jiang Hongfang, the logistics director of Kahe Cleaning Technology (Changshu) Co., Ltd., witnessed the company's ten-year transformation: "From initially relying on handwritten notes to convey demands, to now upgrading the ERP system into an intelligent logistics system, the background automatically calculates material requirements every 3-5 minutes, and the instructions reach the terminals directly. Previously, 100 production line positions required 15 warehouse staff, but now 9 people can operate efficiently." In 2025, the company was rated as a first-class intelligent factory in Jiangsu Province, becoming a vivid case of the transformation from traditional manufacturing to intelligent manufacturing. 
In 2025, the Changshu High-tech Zone signed 57 projects throughout the year, with a total investment exceeding 20 billion yuan. 46 new projects of provincial, Suzhou and municipal significance were initiated, and 52 projects were completed and put into operation. The implementation, commissioning and upgrading of each project have formed a strong driving force for the high-quality development of the high-tech zone. 


Two innovations advancing together, through deep integration to forge new quality productive forces.
On February 26th, a new drug that fills the domestic gap in the treatment of chronic hepatitis D - Huahui An Jianhua Younu® was globally launched at the Changshu factory of Zhi Xiang Biotechnology, bringing new hope to 12 million patients worldwide. 
As a leading CDMO company in the field of biopharmaceuticals in China, Zhihuan Biotechnology has provided full-process outsourcing services for this new target drug with no mature process for reference. "The scale-up and registration compliance of Libevetta monoclonal antibody are the biggest challenges," said Wu Qiwai, the chief technology officer of Zhihuan Biotechnology (Suzhou) Co., Ltd. The establishment of Suzhou Yunhu Materials Technology Co., Ltd. is a practical example of this concept. The company's independently developed thermal plasma droplet refining technology has reached the international leading level, overcoming the "critical bottlenecks" of high-end spherical powder materials. The products are widely used in aerospace, new energy and other fields. With its strong technological strength, the company quickly gained market recognition and was successfully included in the 2025 China Future Stars of Science and Technology Innovation list. 
The high-energy-level innovation platform serves as a bridge connecting technology and industry. Entering the Nanjing Institute of Molecular Engineering of Peking University, one can find all the necessary facilities such as the technology research and development center, specialized laboratories, concept verification center, and incubated enterprises. Currently, the establishment rate of R&D institutions in large-scale industrial enterprises in the High-tech Zone has reached 81.12%. At around 1 a.m. on February 1st, with the closing of the incoming line switch, both 110-kilovolt power supplies for the second phase of the Prologus Changshu Data Center project were successfully connected to the grid. Both power supply connections were "successful and complete on the first attempt", laying a solid "computing power foundation" for this benchmark project in artificial intelligence and cloud computing in East China. 
This project has an extremely strict requirement for power supply continuity, to the point of being "zero tolerance". Therefore, a dual-power supply solution was adopted, along with emergency and uninterruptible power supply systems. To ensure the smooth progress of the project, the State Grid Changshu Power Supply Company seized the pre-holiday window period to coordinate the construction. The High-tech Zone provided full support throughout the process and organized multiple review meetings, responding quickly to the demands of the enterprises. "The efficient services from all parties have greatly boosted our confidence. We will further introduce high-quality resources and empower the digital economy development of Changshu," said Ni Weizhe, the general manager of Prologis Changshu Data Center. 
Such precise services have become the norm in the High-tech Zone. On Qingduntang Road, the construction site of Jiangsu Henrui Carbon Fiber Technology Co., Ltd. is bustling. The project completed its pile driving at the end of last year and is currently in the process of foundation piers construction. The progress is far exceeding expectations and it is planned to be put into use in October this year. Since its establishment in 2015, Henrui Carbon Fiber has been included in the list of key enterprise services, and the services cover the entire process of project construction. "At the beginning, we were not familiar with the approval process. The service team came to our door to provide guidance, checked the materials page by page, and helped us save a lot of time costs." Wang Chuan, the project manager of the enterprise, expressed his gratitude. This "no delay, no procrastination, proactive and forward-looking" service has strengthened the enterprise's determination to deeply engage in Changshu. 
To support the development of enterprises, the High-tech Zone has launched the "Pre-emptive Scheduling Service", which provides full-process follow-up guidance from project registration to construction permit issuance. Even during the final project completion acceptance, the new project approval procedures are completed in advance. Behind this is the continuous improvement and enhancement of the approval services. The High-tech Zone focuses on four major areas: investment approval, safety and environmental protection, and continuously deepens the reform of simplifying approval materials and optimizing approval processes, with the aim of completing new "municipal facility construction approval" matters in 2025. This further improves the approval chain and promotes "nearby processing" of enterprise matters. It also further promotes intelligent approval, relying on the integrated government service platform to realize "online processing" of proof matters, replacing enterprises with data running instead of running around, and effectively improving the quality and efficiency of government services. In 2025, the High-tech Zone approved 416 investment projects, an increase of 15.8% compared to the previous year. It approved 620 planning construction projects, an increase of 18.7% compared to the previous year. It completed 3,577 market access processing matters, an increase of 11.0% compared to the previous year. The efficient approval services have won widespread praise from enterprises.
